The more densely populated suburban portions of Kane County are in danger of becoming crippled with traffic congestion, and the County needs to plan for the future to make sure that those areas which are currently rural but slated for development are developed in a way that does not exacerbate traffic problems.

Doug is a transportation expert, having spent the past eight years as a liaison for Pace, the public transit agency, to elected officials and other government entities. He has worked extensively with the Kane County Division of Transportation and several County Board members. He also works closely with IDOT, the Toll Highway Authority, Chicago’s Regional Transportation Authority, the Federal Transit Administration, and through that work has secured millions of dollars in transportation funding for northeastern Illinois.

There are a variety of roads under the county’s jurisdiction which can be expanded and improved, and additionally, we need to strategically invest in alternatives to the automobile, such as expanding train, bus, paratransit and vanpool services.
Doug has a proven record of keeping taxes low in Kane County. In every year of his term on the Batavia Library Board, the Library District levied taxes at an amount below the statutorily authorized rate. While Batavia voters approved a referendum in 2001 to increase the library's operating funds, Doug and his fellow Trustees did not impose that full tax burden on the residents in the years since.

In his work at Pace, Doug has been successful at securing millions of dollars in state and federal grants for much-needed transportation projects with no additional tax burden on suburban residents. As a Kane County Board member, Doug will call upon his relationships with elected officials and knowledge of the state and federal appropriations processes to garner resources needed to improve Kane County's infrastructure and services for Kane residents.

In a county nearing half a million residents, county government should be properly focused on development. The impact fee revision is a good start. The way our suburbs are being built is, frankly, unsustainable. Fifty years ago, city planners envisioned we could design neighborhoods with only the automobile in mind. That mindset was successful when few cars were on the road, but now we’re victimized by that planning. While the 2nd district is mostly built-out, new development in Kane County needs to be designed to limit the impact of traffic on those of us who already live here.

The Board needs to support Sheriff Perez's office financially, and needs to foster a solid working relationship between the Kane County Sheriff and the Aurora Police Department to reduce crime and increase our success at catching criminals. I’ll work to ensure Aurora gets the Justice Assistance Grant to finance a gunshot location detection system.

There is room for improvement regarding the County's budgeting process. As a board member, I’ll push for accountability and rationality in the budgeting process, and work more closely with elected officials to determine their needs and help them fund their constitutional responsibilities.
